Everything else on this site can be broken out and re-poured for the price of the work. A foundation cannot — the house is sitting on it. A footing placed above the frost line will heave when the ground beneath it freezes and expands, and heave does not distribute itself politely: one corner lifts, and you read the result upstairs as doors that stop latching, drywall cracking over openings, and a floor that is out of level. Under-specified rebar and a foundation that fails inspection cost you differently but immediately, because the build stops and every trade behind you waits.

Frost depth, snow load, and the inspector

Two loads here that a lowland foundation never sees. Frost depth sets how deep the footing has to bear, and it is set by code for your jurisdiction — the Town of Truckee, Placer County, or Washoe County for Incline Village — not by a national rule of thumb; your engineer's drawings will call it. Snow load is the other one: the roof design load in this region is a large number, every pound of it eventually arrives at the footings, and the foundation is sized for it. Both are exactly what the inspector is checking, which is why the drawings get followed and the pour gets documented.
